October events: Introduction to Planning Reform & Climate Change

Planning plays a key role in helping shape places to secure radical reductions in greenhouse gas emissions, minimising vulnerability and providing resilience to the impacts of climate change, and supporting the delivery of renewable and low carbon energy and associated infrastructure. This is central to the economic, social and environmental dimensions of sustainable development. (National Planning Policy Framework, para 93)

This Module will introduce you to the case for action to addressthe diversity of climate change challenges and opportunitiesacross Yorkshire and Humber, and to the need to empower your role to improve local implementation ofclimate change adaptation and mitigation actions. It will provide you with a practical overview of keyconcepts of the new planning framework in the context of the Localism Act 2011 and the NPPF, including pre-existing planning duties on climate change, and the implications of recent announcements in September 2012 on further planning deregulation and simplification. The Module covers the following themes:

  • The Case for Action on Climate Change
  • The New Planning Reform and Climate Change Context
  • Decision-Making, Communication and Local Advocacy
