The draft Planning (Wales) Bill and a consultation paper “Positive Planning” published on 4 December contains Welsh Government proposals to modernise the planning system in Wales through changes to primary legislation, secondary legislation, policy and guidance, and through culture change.
The TCPA held roundtables to debate the issues, chaired by Kay Powell, TCPA Wales Representative. The deadline for responses to the public consultation is 26 February 2014. The outcomes of the roundtables will inform TCPA’s consultation response.
The Bill includes provision for preparation and 5 yearly revision of a National Planning Framework (NDF) - a land-use plan with development plan status - to replace the Wales Spatial Plan, and Strategic Development Plans for the city regions of Cardiff and Swansea and the A55 corridor in North Wales. Planning Policy Wales (PPW) and Minerals Planning Policy Wales are to be integrated, and their spatial elements included in the NDF. It is not intended to enshrine policy in the Bill, so the purpose of the planning system in Wales will remain as per paragraph 1.2.1 of PPW. The consultation document also contains a number of proposals designed to improve delivery of development planning and development management and to introduce Place Plans.
